Microsoft Expression Design is a graphic design tool delivered by Microsoft that lets you create vector graphics and images ready to be used by Expression Blend. It is valuable not only to create XAMLs, but also to define entire user interfaces.

It is commonly used for UI designers to ellaborate the desgin specification for Silverlight application. Furthermore, I think that it's very useful for other two purposes:

1. To all beginners in graphic design, since you can create sophisticated designs starting with a reduced workspace and, after that, move to a more professional tool for more complex effects.
2. To Silverlight agile development teams, that need an integrated tool easy to be consumed either by Expression Web or Expression Blend

Their assets are similar to Adobe Photoxhop ones, obviously, keeping it's distance ;)
